Jointly Holding the 2018 Press Conference of the Book Series on Innovation Competitiveness and the Seminar on Stimulating Innovation

Introduction:On 21 November 2018, The 2018 Press Conference of the Book Series-Yellow Book of G20’s National Innovation Competitiveness, Yellow Book of World Innovation Competitiveness and Blue Book of City Innovation Competitiveness as well as the Seminar on Stimulating Innovation was held in Chinese Academy of Social Sciences (CASS).


On 21 November 2018, The 2018 Press Conference of the Book Series-Yellow Book of G20’s National Innovation Competitiveness, Yellow Book of World Innovation Competitiveness and Blue Book of City Innovation Competitiveness as well as the Seminar on Stimulating Innovation was held in Chinese Academy of Social Sciences (CASS). This conference was jointly sponsored by many organizations, such as China Science Center of International Eurasian Academy of Sciences (IEAS CHINA), China Science and Technology Exchange Center (CSTEC), Social Sciences Academic Press, The Institute for International Strategic Studies of the Central Party School of the CPC, The G20 Joint Research Centre, etc. Authors of these books were invited to introduce their Innovation achievements. Prof. Cai Fang, Vice President of the CASS, Mr. Lu Zhongyuan, former Deputy Director of Development Research Center of the State Council attended the conference. Prof. Zhang Jing’an, former Proprieter and Vice President of IEAS CHINA presented a written address. Prof. Li Minrong, President of the Council of China Institute of Science and Technology Evaluation and co-authors of the three books took the chair. Academician Dr. Zhao Xinli, Secretary General of IEAS CHINA and Mr. Liu Honghai, Executive Secretary General of IEAS CHINA also participated.


On his written address, Zhang Jing’an said, the world economy and industrial layout are undergoing profound changes, which bring about unprecedented opportunities for development. This is an era of innovation that calls for Innovation practices and models. Since the 18th National Congress of the CPC, General Secretary Xi Jinping has attached great importance to innovation-driven development. He has been emphasizing repeatedly on innovation in his many speeches, pointing out the need to promote innovation in science and technology, talents cultivating, literature and art, etc. Moreover, the 19th National Congress of the CPC has made it ever clear that China is ready to build herself to become an Innovation country. 


In the past ten years, Fujian Normal University, the CSTEC and other institutions have been jointly tackling key issues and focusing on the research of Innovation competitiveness, and released six Yellow Books of G20’s National Innovation Competitiveness, two Yellow Books of World Innovation Competitiveness and this year Blue Book of City Innovation Competitiveness is issued. These books evaluate and analyze the Innovation competitiveness from three different perspectives, such as the world, G20 countries and Chinese cities, and the studies were conducted on a classified, subject-matter and multi-perspective basis, which greatly broaden the research scope on innovation. This research is done on the basis of the latest innovation achievements and in line with the trend of innovation in different regions. It is so challenging that is hard to accomplish. Zhang also mentioned, at the first China International Import Expo, President Xi said in the global village of shared weal and woe, sharing Innovation achievements is the unanimous call and realistic choice of the international communities. We should seize the opportunities presented by the new round of scientific and technological revolution and industrial transformation to strengthen cooperation in cutting-edge fields such as digital economy and nanotechnology, and jointly create new technologies, industries, business and models. The road lead to overall global economic recovery is long and hard. Only by driving innovation development, stimulating innovation competitiveness and enhancing innovation cooperation can we unleash our driving forces and potential. He called for a sustainable development on Innovation competitiveness research, and hopes that we make greater academic contributions to the transformation of the global economy, the building of an inclusive, Innovation and open world economy, and the building of a community of shared future and shared responsibility.

Academician Dr. Zhao Xinli, Secretary General of IEAS CHINA, researcher at the CSTEC and Ministerial Advisor of the Ministry of Science and Technology of P.R. China introduced the Yellow Book of World Innovation Competitiveness which mainly includes four parts: evaluation index methods, overall evaluation reports, special evaluation reports and report on innovative patterns. Started in 2009, the study was later issued at the UN headquarters in 2013, it is the first special report on innovation development research conducted and released by Chinese people, Zhao said. The research object of this project involves 100 representative UN countries and has taken as long as seven years to accomplish with more than 900,000 words. It is a macroscopic world innovation competitiveness index evaluation system with distinct innovation, objectivity and logicality. The study also shows that in 2015, the United States, Germany and France ranked among the top three countries in the world in terms of innovation competitiveness. While China ranks 10th globally and is the only developing country to make it into the top 10 in the world innovation rankings.

He mentioned that, the book is of great significance in the academic study on world innovation, and also presents guidance for decision-making for each country to meet the new round of technological and industrial revolution and promote economic growth. Moreover, he also expressed his willingness to deepen the research on competitiveness together with government managers at all levels, academic colleagues, friends from the business community and the press in making due contributions to the construction of competitive economics with Chinese characteristics.

In his introduction to the Yellow Book of G20’s National Innovation Competitiveness, Prof. Li Minrong, President of the Council of China Institute of Science and Technology Evaluation said, China, ranking the 7th in the G20, is the only developing country in the top 10. Prof. Huang Maoxinng, Dean of School of Economics, Fujian Normal University introduced the Blue Book of City Innovation Competitiveness, he said, in 2018, Beijing, Shanghai and Shenzhen ranked among the top three cities in China in terms of innovation competitiveness.

More than ten experts, such as Mr. Li Fuqiang, Party Secretary of Institute of Quantitative & Technical Economics ,Chinese Academy of Social Sciences, Editor-in-Chief of China City Daily and Prof. Zhou Tianyong, former Vice President of The Institute for International Strategic Studies of the Central Party School of the CPC, sharing their insights on innovation competitiveness.

As a new community of scientists, IEAS CHINA has always attached great importance to the integration of science and technology with economy, and the strategic research on major issues of social development, especially on research on major issues regarding innovation and development in Eurasia. In the future, we will put the think-tank construction as our work priority. We will give full play to the leading role of the IEAS academicians to make greater contributions to the construction of innovative cities in China, the building of an innovative country, and the tap the abundant driving forces of innovation of the G20 nations and the world.
