Global Silk Road Forum & Panel Session: Scientific-Expert Support of the Project “One Belt, One Road”

Introduction:Prof. Cui Weihong, Executive Secretary-General of ISRAS Kick-Off Committee and Secretary-General of IEAS (China) was invited to attend the Global Silk Road Forum & Panel Session: Scientific-Expert Support of the Project “One Belt, One Road” in Astana on 3rd, July 2018.

Led by Mr. Nursultan Abishevich Nazarbayev, President of The Republic of Kazakhstan, Global Silk Road Forum & Panel Session: Scientific-Expert Support of the Project “One Belt, One Road” (“the forum” for short) has attracted more than 70 mayors from over 60 countries and regions, representatives of international organizations, experts and scholars in a total of more than 2,000 attendees. This event is held to celebrate the 20th anniversary of the capital of Astana, Kazakhstan, and the 5th anniversary of Belt and Road proposed by Chinese President Xi Jinping in Astana.


Moderator: Prof. Medieva Gulbazar Akylovna (L1), Chief scientific Secretary of the Presidium of the National Engineering Academy of the Republic of Kazakhstan and Academician Prof. Cui Weihong (L2), Secretary General of IEAS (China) and Executive Secretary-General of ISRAS Kick-Off Committee.


As one of the largest panel session, the Scientific-Expert Support of the Project “One Belt, One Road” Session was co-sponsored by Kazakhstan G-GLOBAL International Secretariat, National Academy of Sciences of the Republic of Kazakhstan, National Academy of Engineering of the Republic of Kazakhstan, Kazakhstan Institute of Higher Education, as well as IEAS (China) and ISRAS. It was co-hosted by Prof. Medieva Gulbazar Akylovna, Chief scientific Secretary of the Presidium of the National Engineering Academy of the Republic of Kazakhstan and Academician Prof. Cui Weihong, Secretary General of IEAS (China) and Executive Secretary-General of ISRAS Kick-Off Committee. Representatives of governments and scientific communities from Russian, Slovenian, Germany, Pakistan, Iraq, Kyrgyzstan and Chinese attended the forum.


Panel Session: Scientific-Expert Support of the Project “One Belt, One Road”


Academician Mr. Nurtai Abykayev, Vice-President of ISRAS Kick-Off Committee stated that ISRAS is an important cooperative project under the framework of the Belt and Road. It was jointly initiated by 25 countries including Kazakhstan, Russia and China, which has gained strong support by the Chinese government. It will be an essential platform for implementing scientific projects and exchanging scientific information, thus playing an important role in the development of science and technology in countries along the route.

Academician Prof. Cui Weihong delivered a speech titled Jointly Building International Silk Road Academy of Sciences through Consultation to Meet the Interests of All in which he introduced in detailed the development and achievements of ISRAS, and emphasized the Agreement on Kick-Off Ceremony of International Silk Road Academy of Sciences which underlines the following key terms: 

1. Recommend Academician Prof. Jiang Zhenghua, President of IEAS (China) to be the President of ISRAS Kick-Off Committee.

2. Establish a secretariat based on the former preparatory office of ISRAS where the Academician Prof. Zhang Jing’an will take charge of secretary general.

3. Recommend three famous scientists respectively from Kazakhstan, Russia and European regions to serve as Vice- President.

4. Set the headquarters of ISRAS in Beijing.


The speech titled Jointly Building International Silk Road Academy of Sciences through Consultation to Meet the Interests of All delivered by Academician Prof. Cui has been well received.


He said, the ISRAS is jointly building through consultation to meet the interests of all, and efforts should be made to integrate the development strategies of the countries along the Belt and Road. Driven by scientific innovation, we are committed to promoting mutually beneficial and win-win development of countries along the route, and enhancing the deep integration of science with enterprises, and science with finance. 
 In his speech, he extended deep appreciations to President Nursultan Abishevich Nazarbayev for he’s been speaking high of ISRAS in 2017 Belt and Road Forum for International Cooperation and the 2018 SCO Summit. He also thanked to the efforts of ISRAS members who has contributed to the large membership of this entity as its members has been increased from 25 to 32, including 11 Asian countries, 18 European countries, 2 African countries, and 1 Latin American country.

During the forum, Academician Prof. Cui Weihong met with Academician Mr. Nurtay Abykayev, Academician Mr. Baktuzhan Zhumagulov, Dr. Zheng Laiquan, and Dr. Rajendra Kumar Pachauri exchanging ideas on Belt and Road science development and the development of ISRAS. He also had communication with experts and scholars from Pakistan, Bulgaria, Slovenia, Iraq, Kyrgyzstan, Germany and Russia with a view to enhance the international role of ISRAS.
